Position Title          Urgent Care Physician - WA #1945

        

Relocation               Yes

 

Location                  Oak Harbor Washington

 

 

Site of Service. The Contractor shall provide personnel for service in the Urgent Care Clinic at the Naval Hospital, Oak Harbor, WA.

 

Labor Categories.  The Contractor shall provide personnel with acute care and emergency room experience from the following labor categories:

 

Physician, Family Practitioner (coverage)

 

Qualifications.  The healthcare workers (HCWs) shall possess and maintain the minimum qualifications stated in Section C of the basic contract.  Additionally, prior to the provision of services, the following qualifications are required:

 

Possess and maintain board certification or board eligibility by the American Board of Family Practice.

 

Possess a minimum of 2-years competency working with a mixed population as an urgent/emergent care physician within the last 2 years in an acute care or urgent care setting providing a full range of services to newborns through geriatric patients.

 

Possess Advanced Cardiac Life Support (ACLS) and Pediatric Advanced Life Support (PALS) Certifications.

 

Provide two letters of recommendation from two practicing physicians written within the last two years attesting to the HCW's clinical skills.  A minimum of one of the letters must be from a supervisor. Recommendation letters shall attest to the HCW's communication skills and ability to relate to patients as well as professional and other interpersonal skills among staff members and must include; name, title, phone number, date of reference, address and signature of the individual providing the recommendation.

 

Staffing and Scheduling

 

The Contractor shall provide Physician, Family Practitioner services in the Urgent Care Clinic (UCC). 

 

The Commanding Officer or designated government representative will supervise the HCWs.

 

The Contractor shall provide services; Monday through Friday from 0700 to 1530 and 1500 to 2330 hours; and Saturdays, Sundays, and the day of observance of federal holidays from 0800 to 2045 hours.  The HCWs shall be assigned either; an 8.5-hour shift to include an uncompensated 30-minute meal break, or a 12.75-hour shift to include an uncompensated 45-minute meal break.  In accordance with Section C of the basic contract, no individual HCW shall work on-site beyond 12.75 hours per shift (including meal breaks). The Contractor shall provide schedules of assigned personnel approximately 6 to 10 weeks in advance.  The cells in tables below specify the days of the week, the duration of shifts and number(s) of HCWs required:

*Shift hours may extend beyond the scheduled time to complete treatment of UCC patients that present prior to the end of the scheduled shift.  In accordance with Section C.3 of the basic contract, the HCWs may be required to remain on duty to complete patient treatment.

 

The HCWs shall not accrue leave under the task order; individuals on leave or otherwise absent shall be subject to replacement coverage by the Contractor in accordance with Section C of the basic contract.  The Contractor shall maintain sufficient back-up personnel to ensure coverage of the schedule during periods of both scheduled and unscheduled absences.

 

Duties.  In addition to the duties listed in Section C of the basic contract, the following duties shall be performed.

 

Provide acute care services and incorporate positive health behaviors, and self-care skills through education and counseling of patients in various aspects of their health including lifestyle modifications, medications, referrals to patient's Primary Care Manager (PCM), disease processes, etc.

 

Coordinate care provided to patients by other specialists including both military and civilian consultants to include making appropriate and timely referrals for patients and optimize patient flow within the MTF as appropriate.

 

Respond to, and provide appropriate care of, emergencies and/or clinically direct the delivery of emergent medical care.

 

Staff provider advice line (PAL) while clinic is open.

 

Maintain a complete electronic medical record for each patient by recording subjective and objective findings for each visit and ensure that an assessment and plan are formulated and documented for each visit.

INTRODUCTION:

 

The Physician is responsible for the provision of direct medical care, mental health care, and infirmary domiciliary (in-patient) care to alien detainees in a clinic setting at a designated IHSC facility.

 

DUTIES AND  RESPONSIBILITIES:

 

1.         Conducts a program of primary medical care with responsibility for examination, diagnosis and treatment of detainee patients.

2.         Provides medical treatment and advice to patients as indicated.  Secures case history and related pertinent information.   Examines patients, utilizes laboratory and x-ray diagnostic tests,  interpreting results for differential diagnosis; diagnoses ailment(s) and performs necessary treatment, carrying out such follow-up treatment as may be medically indicated.  Refers patients with conditions/treatments which are beyond scope of the on-site intermediary level infirmary to

an appropriate off-site medical facility for care or refers for consultation to medical, surgical or other adjunct services those patients the Physician is not qualified to treat or for confirmation of diagnosis and treatment procedures.

3.         Prescribes and/or dispenses required medication to patients.

4.         Seeks advice and consultation as required.

5.         Provides professional supervision to the assigned staff of nurses, physician assistants and other para-professionals.

6.         Directs and participates in preventive health programs such as immunization, disease detection and disease prevention activities.

7.         Participate in Quality Assurance program.

 

KNOWLEDGE REQUIRED: Incumbent must meet one of the following requirements:

 

1.         Graduation with a degree of Doctor of Medicine or Doctor of Osteopathy from a US or Canadian school as approved by the Council on Medical Education and Hospitals, American Medical Association in the list published for the incumbent's year of graduation, and have an unrestricted license to practice medicine or surgery in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

2.         Graduation with a degree of Doctor of Medicine or equivalent degree from a medical school other than one covered by the above (including foreign schools), provided that the medical education and the knowledge acquired is substantially comparable and equivalent to that of graduates of approved medical schools as described in A. above.  Such comparability may be evidenced by permanent and full or unrestricted license to practice medicine or surgery in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

 

SUPERVISORY  CONTROLS:

1.         Works independently without day to day supervision.

2.         Administrative oversight is provided by the HSA.

3.         Clinical supervision is provided by the clinical director.

 

 

PHYSICAL DEMANDS:

1.         Physicians may be subject to verbal/or physical abuse at the hands of a detained alien.  ICE guards are on duty in the Clinic to minimize such occurrences.

2.         Work requires walking, standing, bending, and some lifting, for example to assist patients out of wheelchairs

2.  US Citizen.

3.  Board Certified in Emergency Medication or have a family practice certification with 3 years of experience in Emergency .

4.  Clean license and background check.

 

** Just checked with them and they have many needs.  The strongest are in Ortho, ENT and Psych. They will consider candidates who are on a H1 or TN Visa.
